Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars) (以港幣列賬) The University of Hong Kong 香港大學 3 CAPITAL BUILDING AND ALTERATIONS, ADDITIONS AND IMPROVEMENT PROJECTS An income of $418 million (2020-21: $166 million) was recorded in 2021-22, comprising government subvention of $198 million (2020-21: $125 million) and donations of $220 million (2020-21: $41 million) for capital building and alterations, additions and improvement projects. In related expenditure, a total of $1,626 million was incurred (2020-21: $1,047 million), of which $1,466 million (2020-21: $969 million) was spent on capital projects and capitalised as construction-in-progress, leasehold improvements or finished buildings. The remaining $160 million (2020-21: $78 million) spent on improvement works was included as operating expense for the year. The University has been striving to advance campus development plans to alleviate the shortage of spaces for teaching, research and accommodation at the University. In June 2022, a new Academic Building at No. 3 Sassoon Road was completed, providing classrooms, lecture theatres, laboratories, student amenities, offices and supporting facilities. Other capital projects include the Tech Landmark Development on University Drive which will serve as the new hub for research, technology and innovation upon completion in 2024. The iconic new state-of-the-art academic, cultural and sport facilities complex at the Pokfield Road site will comprise the Business School, a residential complex as well as learning spaces and conference facilities, and will be completed in stages over the next few years. The enhancement of technology- enabled teaching facilities and the development of the medical campus on Sassoon Road will be completed in 2023 as measures to cope with the increase in healthcare-related students and the rising need for research and teaching facilities. The hostel projects, supported by both donations and the Hostel Development Fund of the UGC, will provide a total of 2,400 student residence places. A 250-place hostel at Mui Fong Street, Sai Ying Pun, was completed in June 2022, and two other new hostels will be completed in 2023 and 2024 respectively. Apart from the capital projects, the University is also undertaking a number of physical alterations, additions and improvement projects, including space reorganisation of various academic buildings, remodelling and enhancement of laboratories and upgrading of building services installations and infrastructures. 校舍基建與改建、加建及改善工程 本年度用作發展校舍基建與改建、加建及改善等 工程項目的入賬收益合共四億一千八百萬元(上年 度為一億六千六百萬元),當中包括政府資助金共 一億九千八百萬元(上年度為一億二千五百萬元)及捐 助款項共二億二千萬元(上年度為四千一百萬元)。 相關支出方面,本年度的支出總額為十六億二千六百 萬 元( 上 年 度 為 十 億 四 千 七 百 萬 元 ), 其 中 十四億六千六百萬元(上年度為九億六千九百萬元)用 於校舍基建項目,以在建工程、租賃物業裝修或已完 成校舍入賬,其餘一億六千萬元(上年度為七千八百萬 元)則用於改善工程項目,並以營運費用入賬。 大學一直致力改善校園的發展規劃,以應付大學在教 學、科研及住宿等方面的需求。 坐落於沙宣道三號的醫學院新學術大樓於二零二二年 六月落成,提供課室、演講廳、實驗室、學生設施、 辦公室和配套設施。在校舍其他基建項目方面,位於 大學道上的 Tech Landmark 科創新地標項目於二零 二四年竣工後將作為研究、技術和創新的新樞紐。蒲 飛路校園集先進學術、文化和體育設施於一身,內有 港大經管學院、教職員住宿設施、學習空間、會議 設施等,將分階段於未來數年落成。沙宣道醫學院 校舍配備可配合科技應用的教學設施,於二零二三 年竣工後,可應對醫療相關學科學生人數的增加及研 究和教學設施與日俱增的需求。由捐助及教資會撥款 成立的宿舍發展基金共同資助的宿舍項目,將提供 共二千四百個宿位;位於西營盤梅芳街的一幢擁有 二百五十個宿位的宿舍已於二零二二年六月落成,另 外兩間新宿舍將分別於二零二三年及二零二四年落成。 除了校舍基建項目,大學正進行一系列改建、加建及 改善工程項目,包括各學術大樓的空間重組工程、實 驗室的改裝及改善工程和屋宇裝備及其他基礎設施的 提升。 Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars) (以港幣列賬) 2022 Financial Report 二零二二財務報告 4 HKU SCHOOL OF PROFESSIONAL AND CONTINUING EDUCATION The School’s total (part-time and full-time) enrolment increased in 2021-22, with 93,208 students enrolled on courses compared to 92,700 in 2020-21. The full-time student equivalent (FTE) load, at 23,480, was lower than that of 2020-21 (26,112). Although full-time and part-time award enrolment expanded, there was a decline in short, professional and executive courses in the part-time sector. A total comprehensive loss of $ 4 million was recorded (2020-21: total comprehensive income of $95 million). An unrealised loss on investment at $51 million was the main factor behind a slight loss result, although operationally the School recorded a surplus. With its vision of seeking to excel in quality education and become a leading lifelong learning provider in the region, the School continues to invest in the development of new programmes as well as the improvement of learning and other facilities across its teaching centres. The Community Colleges of the School, including HKU SPACE Po Leung Kuk Stanley Ho Community College, jointly established with Po Leung Kuk in 2006, offer a range of full-time sub-degree programmes and have achieved consistent success in student recruitment despite the drop in the secondary school leaving population. The 2021/22 academic year was characterised by fewer disruptions due to COVID-19. Strong enrolments (both full-time and part-time) in the early part of the year carried the School through to a good financial performance operationally but the prospects for 2022/23 may be challenging as programmes in the Mainland are still disrupted. 香港大學專業進修學院 本年度報讀學院課程的學生總數(包括兼讀制及全日 制)為九萬三千二百零八人次(上年度為九萬二千七百 人次),約相等於二萬三千四百八十名全日制學生, 數目比上年度少(二萬六千一百一十二名)。雖然報讀 全日制及兼讀制學銜課程的學生人數增加,但報讀短 期、專業及行政兼讀制課程學生人數下降。 本年度總綜合虧損為四百萬元(上年度總綜合收益為 九千五百萬元)。學院本年度因在投資上錄得未變現虧 損五千一百萬元,以致財政上錄得輕微虧損,唯在營 運方面,學院仍錄得盈餘。 學院致力為香港和鄰近地區提供最優質的專業和持續 進修教學服務,會繼續投資拓展新課程和改善學院各 教學中心的教學及其他設施。 學院轄下附屬學院包括於二零零六年與保良局合作開 辦的香港大學專業進修學院保良局何鴻燊社區書院, 提供一系列的全日制副學士課程,儘管面對中學畢業 生數目減少,仍能成功吸納學生就讀。 在二零二一╱二二學年,學院雖略受新型冠狀病毒病 影響,但本學年初段的收生情況(包括兼讀制及全日 制)理想,因此在營運上的財政表現依然良好;學院 在二零二二╱二三學年仍要面對疫情對國內課程的影 響,將會是充滿挑戰的一年。
