Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars) The University of Hong Kong 香港大學 3 (以港幣列賬) CAPITAL BUILDING AND ALTERATIONS, ADDITIONS AND IMPROVEMENT PROJECTS An income of $166 million (2019-20: $235 million) was recorded in 2020-21, comprising government subvention of $125 million (2019-20: $181 million) and donations of $41 million (2019-20: $54 million) for capital building and alterations, additions and improvement projects. In related expenditure, a total of $1,047 million was incurred (2019-20: $597 million), of which $969 million (2019-20: $465 million) was spent on capital projects and capitalised as construction- in-progress, leasehold improvements or finished buildings. The remaining $78 million (2019-20: $132 million) spent on improvement works was included as operating expense for the year. The University has always strived to advance campus development plans to alleviate the shortage of spaces for teaching, research and accommodation at the University. For capital projects, the Tech Landmark on University Drive will serve as the new hub for research, technology as well as innovation upon building completion in 2024. The iconic new state-of-the-art academic, cultural and sport facilities complex at the Pokfield Road site will include the Business School, a residential complex as well as learning spaces, to be completed in stages by 2025. The enhancement of technology-enabled teaching facilities and development of the medical campus on Sassoon Road will be completed in 2022 as short-term measures to cope with the increase of healthcare-related students and the rising need for research and teaching facilities; other long-term capital developments are being planned for completion in phases from 2026 to 2028. The hostel projects, supported by both donations and the Hostel Development Fund of the UGC, will provide a total of 2,400 student residence places commencing from 2022 to 2024. Apart from the capital projects, the University is also undertaking a number of physical alterations, additions and improvement projects, including space reorganisation of various academic buildings, remodelling and laboratory enhancement, upgrading of building services installations and infrastructures. 校舍基建與改建、加建及改善工程 本年度用作發展校舍基建與改建、加建及改 善等工程項目的入賬收益合共一億六千六百 萬元(上年度為二億三千五百萬元),當中包 括政府資助金共一億二千五百萬元(上年度為 一億八千一百萬元)及捐助款項共四千一百萬元 (上年度為五千四百萬元)。相關支出方面,本 年度的支出總額為十億四千七百萬元(上年度為 五億九千七百萬元),其中九億六千九百萬元(上 年度為四億六千五百萬元)用於校舍基建項目, 以在建工程、租賃物業裝修或已完成校舍入賬, 其餘七千八百萬元(上年度為一億三千二百萬元) 則用於改善工程項目,並以營運費用入賬。 大學一直致力改善校園的發展規劃,以應付大學 在教學、科研及住宿等方面的需求。 在校舍基建項目方面,位於大學道上的 Tech Landmark 於二零二四年竣工後將作為研究、技 術和創新的新樞紐。位於蒲飛路的另一標誌性現 代先進校舍,集學術、文化和體育設施於一身的 綜合建築,內有經管學院、教職員住宿設施、學 習空間等,將分階段於二零二五年落成。沙宣道 醫學院校舍配備可配合科技應用的教學設施,於 二零二二年底竣工後,會作為應對醫療及相關學 生人數的增加及與日俱增的研究和教學設施的需 求的短期措施。至於其他長期的校舍發展計劃則 在籌備當中,並預期於二零二六至二零二八年間 分階段落成。由捐助及教資會撥款成立的宿舍發 展基金共同資助的宿舍項目,將於二零二二年至 二零二四年提供共二千四百個宿位。 除了校舍基建項目,大學正進行一系列改建、加 建及改善工程項目,包括各學術大樓的空間重組 工程、實驗室的改裝及改善工程、屋宇裝備的提 升、斜坡鞏固工程以及其他基礎設施。 Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars) 2021 Financial Report 二零二一財務報告 4 (以港幣列賬) HKU SCHOOL OF PROFESSIONAL AND CONTINUING EDUCATION The School’s total (part-time and full-time) enrolment increased in 2020-21, with 92,700 students enrolled on courses compared to 89,284 in 2019-20. The full-time student equivalent (FTE) load, at 26,112, was higher than that of 2019-20 (22,504). This is largely because full-time enrolment expanded, and there was growth in short, professional and executive courses in the part-time sector. A total comprehensive income of $95 million was recorded (2019-20: total comprehensive income of $21 million). With its vision of seeking to excel in quality education and become a leading lifelong learning provider in the region, the School continues to invest in the development of new programmes as well as the improvement of learning and other facilities across its teaching centres. The Community Colleges of the School, including HKU SPACE Po Leung Kuk Stanley Ho Community College, jointly established with Po Leung Kuk in 2006, offer a range of full- time sub-degree programmes and have achieved consistent success in student recruitment despite the drop in the secondary school leaving population. The 2020/21 academic year was characterized by fewer disruptions due to social unrest and COVID-19. Strong enrolments (both full-time and part-time) in the early part of the year carried the School through to a good financial pe r f o rmance bu t t he p r ospec t s f o r 2021 / 22 may be challenging as programmes in the Mainland are still disrupted. CENTENNIAL COLLEGE In response to the Hong Kong Government’s call for the expansion of private universities to improve higher education opportunities in the community, the Council of the University approved the establishment of the Centennial College. The College was founded on 28 April 2011. It operates on a wholly self-financed basis and offers full- time, self-financed four-year Bachelor Degree programmes validated by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (“HKCAAVQ”). Demand for tertiary education continues to present a challenge given demographic changes in Hong Kong. Nevertheless, the College will continue to provide quality higher education to the students. 香港大學專業進修學院 本年度報讀學院課程的學生總數(包括兼讀 制及全日制)為九萬二千七百人次(上年度為 八萬九千二百八十四人次),約相等於二萬 六千一百一十二名全日制學生,數目比上年度多 (二萬二千五百零四名)。當中主要原因是報讀全 日制課程的學生人數增加,另報讀短期、專業及 行政兼讀制課程學生亦有增長。 本年度總綜合收益為九千五百萬元(上年度總綜 合收益為二千一百萬元)。 學院致力為香港和鄰近地區提供最優質的專業和 持續進修教學服務,會繼續投資拓展新課程和改 善學院各教學中心的教學及其他設施。 學院轄下附屬學院包括於二零零六年與保良局合 作開辦的香港大學專業進修學院保良局何鴻燊社 區書院,提供一系列的全日制副學士課程,儘 管面對中學畢業生數目減少,仍能成功吸納學生 就讀。 在二零二零╱二一學年,學院雖略受社會運動及 新型冠狀病毒病影響,但本學年初段的收生情況 (包括兼讀制及全日制)理想,因此全年財政狀 況依然良好;二零二一╱二二學年,學院仍要面 對疫情對國內課程的影響,將會是充滿挑戰的一 年。 明德學院 為響應香港政府鼓勵增設私立專上學院,讓社會 增加高等教育的機會,大學校務委員會批准成立 明德學院。明德學院於二零一一年四月二十八日 正式成立。 明德學院在自資的營運模式下投入運作,並通過 香港學術及職業資歷評審局(「評審局」)認可,提 供全日制四年自資學士學位課程。 基於香港的人口變化,專上教育的需求繼續面對 挑戰。雖然如此,明德學院仍會致力提供優質高 等教育予學生。
