3 The University of Hong Kong 香港大學 Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars) (以港幣列賬) 校舍基建與改建、加建及改善工程 本年度用作發展校舍基建與改建、加建及改善等工程項目 的 入 賬 收 益 合 共 二 億 三 千 五 百 萬 元( 上 年 度 為 一 億 六 千 三 百 萬 元 ), 當 中 包 括 政 府 資 助 金 共 一億八千一百萬元(上年度為一億五千萬元)及捐助款項 共五千四百萬元(上年度為一千三百萬元)。相關支出方 面,本年度的支出總額為五億九千七百萬元(上年度為 一億九千八百萬元),其中四億六千五百萬元(上年度為 九千七百萬元)用於校舍基建項目,以在建工程、租賃物 業裝修或已完成校舍入賬,其餘一億三千二百萬元(上年 度為一億零一百萬元)則用於改善工程項目,並以營運費 用入賬。 大學一直致力改善校園的發展規劃,以應付大學在教學、 科研及住宿等方面的需求。 在校舍基建項目方面,位於大學道上的 Tech Landmark 將 作為研究、技術和創新的新樞紐。位於蒲飛路的另一標誌 性現代先進校舍,集學術、文化和體育設施於一身的綜合 建築,內有經管學院、訪客及教職員住宿設施、學習空間 等。位於沙宣道醫學院校舍,亦計劃擴建並加強可配合科 技應用的教學設施,預計於二零二二年底竣工,以應對醫 療及相關學生人數增加的需要,還有與日俱增的研究和教 學設施的需求。由捐助及教資會撥款成立的宿舍發展基金 共同資助的宿舍項目,將於二零二二年至二零二四年提供 共二千四百個宿位。 除了校舍基建項目,大學正進行一系列改建、加建及改善 工程項目,包括各學術大樓的空間重組工程、實驗室的改 裝及改善工程,屋宇裝備的提升及斜坡鞏固工程。 CAPITAL BUILDING AND ALTERATIONS, A D D I T I O N S A N D I M P R O V E M E N T PROJECTS An income of $235 million (2018-19: $163 million) was r ecorded i n 2019-20 , compr i s i ng gove rnmen t subvention of $181 million (2018-19: $150 million) and donations of $54 million (2018-19: $13 million) for capital building and alterations, additions and improvement projects. In related expenditure, a total of $597 million was incurred (2018-19: $198 million), of which $465 million (2018-19: $97 million) was spent on capital projects and capitalised as construction-in- progress, leasehold improvements or finished buildings. The remaining $132 million (2018-19: $101 million) spent on improvement works was included as operating expense for the year. The University has always strived to advance campus development plans to alleviate the shortage of spaces for teaching, research and accommodation at the University. For capital projects, the Tech Landmark on University Drive will serve as the new hub for research, technology as well as innovation. The iconic new state-of-the-art academic, cultural and sport facilities complex at the Pokfield Road site will include the Business School, a guest house, residential complex as well as learning spaces. The enhancement of technology-enabled teaching facilities and development of the medical campus on Sassoon Road, targeted to be completed at the end of 2022, will cope with the increase of healthcare-related students and the rising need for research and teaching facilities. The hostel projects, suppo r t ed by bo t h dona t i ons and t he Hos t e l Development Fund of the UGC, will provide a total of 2,400 student residence places commencing from 2022 to 2024. Apart from the capital projects, the University is also undertaking a number of physical alterations, additions and improvement projects, including space reorganisation of various academic buildings, remodelling and laboratory enhancement, upgrading o f bu i l d i ng s e r v i ce s i n s t a l l a t i on s and s l ope improvement. Treasurer’s Report 司庫報告書 2020 Financial Report 二零二零財務報告 4 (Expressed in Hong Kong dollars) (以港幣列賬) 香港大學專業進修學院 本年度報讀學院課程的學生總數(包括兼讀制及全日制) 為八萬九千二百八十四人次(上年度為九萬八千八百零一 人次),約相等於二萬二千五百零四名全日制學生,數目 與上年度(二萬二千五百一十四名)相若。當中主要原因是 報讀全日制課程的學生人數增加,但報讀短期、專業及行 政兼讀制課程學生卻下降所致。 本年度總綜合收益為二千一百萬元(上年度總綜合收益為 三億零九百萬元)。上年度數目包括出售九龍西校舍所得 之二億八千二百萬元收益。 學院致力為香港和鄰近地區提供最優質的專業和持續進修 教學服務,會繼續投資拓展新課程和改善學院各教學中心 的教學及其他設施。 學院轄下附屬學院包括於 2006 年與保良局合作開辦的香 港大學專業進修學院保良局何鴻燊社區書院,提供一系列 的全日制副學士課程,儘管面對中學畢業生數目減少,仍 能成功吸納學生就讀。 在二零一九╱二零學年,學院備受社會運動及新型冠狀病 毒病爆發所影響,幸好學院於本學年初段的收生情況(包 括兼讀制及全日制)理想,全年財政狀況依然良好;但二 零二零╱二一學年,將會是充滿挑戰的一年。 明德學院 為響應香港政府鼓勵增設私立專上學院,讓社會增加高等 教育的機會,大學校務委員會批准成立明德學院。明德學 院於二零一一年四月二十八日正式成立。 明德學院在自資的營運模式下投入運作,並通過香港學術 及職業資歷評審局(「評審局」)認可,提供全日制四年自資 學士學位課程。 基於香港的人口變化,專上教育的需求繼續面對挑戰。雖 然如此,明德學院仍會致力提供優質高等教育予學生。 HKU SCHOOL OF PROFESSIONAL AND CONTINUING EDUCATION The School’s total (part-time and full-time) enrolment underwent consolidation in 2019-20, with 89,284 students enrolled on courses compared to 98,801 in 2018-19. The full-time student equivalent (FTE) load, at 22,504, was comparable to that of 2018-19 (22,514). This is largely because while full-time enrolment increased, there was a decline in short, professional and executive courses in the part time sector. A total comprehensive income of $21 million was recorded (2018-19: total comprehensive income of $309 million). The 2018-19 figure included a gain on disposal of the Kowloon West campus of $282 million. With its vision of seeking to excel in quality education and become the leading lifelong learning provider in the region, the School continues to invest in the development of new programmes as well as the improvement of learning and other facilities across its teaching centres. The Community Colleges of the School, including HKU SPACE Po Leung Kuk Stanley Ho Community College, jointly established with Po Leung Kuk in 2006, offer a range of full-time sub-degree programmes and have achieved consistent success in student recruitment despite the drop in the secondary school leaving population. The 2019-20 academic year was characterized by the disruptions due to the social unrest and the COVID-19 outbreak. Strong enrolments (both full time and part time) in the early part of the year carried the School through to a good financial performance but the prospects for 2020-21 may be challenging. CENTENNIAL COLLEGE In response to the Hong Kong Government’s call for the expansion of private universities to improve higher education opportunities in the community, the Council of the University approved the establishment of the Centennial College. The College was founded on 28 April 2011. It operates on a wholly self-financed basis and offers full-time, self-financed four-year Bachelor Degree programmes validated by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (“HKCAAVQ”). Demand for tertiary education continues to present a challenge given demographic changes in Hong Kong. Nevertheless, the College will continue to provide quality higher education to the students.
