Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars)  (以港幣列賬) The University of Hong Kong 香港大學 3 CAPITAL BUILDING AND ALTERATIONS, ADDITIONS AND IMPROVEMENT PROJECTS An income of $163 million (2017-18: $249 million) was recorded in 2018-19, comprising government subvention of $150 million (2017-18: $153 million) and donations of $13 million (2017- 18: $96 million) for capital building and alterations, additions and improvement projects. In related expenditure, a total of $198 million was incurred (2017-18: $138 million), of which $97 million (2017-18: $34 million) was spent on capital projects and capitalised as construction-in-progress, leasehold improvements or finished buildings. The remaining $101 million (2017-18: $104 million) spent on improvement works was included as operating expense for the year. The University always strives to refine the campus development plans to alleviate the shortage of teaching, research and office accommodation in the University. For capital projects, funding has been granted by the UGC for the construction of an academic building at the Sassoon Road Campus targeted to complete by end of 2022. In addition, a Hostel Development Fund was established and granted by the UGC for the development of three student hostel projects. These hostel projects will aim to provide a total of 2,400 student residence places commencing from 2022 to 2024. Several other new capital developments have also been actively pursued, including the Tech Landmark development at the University Drive for building an innovative science and engineering hub of research and technology as well as the expansion plan at the Sassoon Road Campus to increase the teaching, learning and research facilities together with student accommodation for healthcare manpower training. Apart from the capital projects, the University is also undertaking a number of alterations, additions and improvement projects. They include alteration works and space reorganisation for various academic buildings, slope improvement works, space remodelling and laboratory enhancement works for several faculties at different locations. HKU SCHOOL OF PROFESSIONAL AND CONTINUING EDUCATION The School’s total (part-time and full-time) enrolment increased in 2018-19, with 98,801 students enrolled on courses compared to 87,211 in 2017-18. There was a 22% increase in the full-time student equivalent (FTE) load to 22,514 compared to 18,426 in 2017-18. 校舍基建與改建、加建及改善工程 本年度用作發展校舍基建與改建、加建及改 善等工程項目的入賬收益合共一億六千三百 萬元(上年度為二億四千九百萬元),當中 包括政府資助金共一億五千萬元(上年度為 一億五千三百萬元)及捐助款項共一千三百萬 元(上年度為九千六百萬元)。相關支出方面, 本年度的支出總額為一億九千八百萬元(上年 度為一億三千八百萬元),其中九千七百萬 元(上年度為三千四百萬元)用於校舍基建項 目,以在建工程、租賃物業裝修或已完成校舍 入賬,其餘一億零一百萬元(上年度為一億零 四百萬元)則用於改善工程項目,並以營運費 用入賬。 大學一直致力改善校園的發展規劃,以應付大 學在教學、科研及住宿等方面的需求。 在校舍基建項目方面,政府已撥款資助在沙宣 道校園興建學術大樓,目標是在二零二二年底 前完成。另外,獲教資會撥款成立的宿舍發展 基金,會發展三個學生宿舍項目,並以二零 二二年起至二零二四年提供共二千四百個宿位 作為目標。 此外,若干大型新發展項目正在校園積極 進行,包括位於大學路的基建工程 Tech Landmark ,將變為一個創新科學及工程的樞 紐。於沙宣道校舍的擴建計劃則會增加為培訓 醫療人才相關的教學及住宿設施。 除了校舍基建項目,大學正進行一系列已批准 的改建、加建及改善工程項目,包括各學術大 樓的空間重組工程、斜坡鞏固工程及若干學院 於不同地點的空間改造及實驗室的改善工程。 香港大學專業進修學院 本年度報讀學院課程的學生總數(包括兼讀 及全日制)為九萬八千八百零一人次(上年度 為八萬七千二百一十一人次),約相等於二萬 二千五百一十四名全日制學生(上年度為一萬 八千四百二十六名),較上年度增加百分之廿 二。 Treasurer’s Report 司庫報告書 (Expressed in Hong Kong dollars)  (以港幣列賬) 2019 Financial Report 二零一九財務報告 4 A total comprehensive income of $309 million was recorded (2017-18: total comprehensive loss of $56 million), largely due to the gain on disposal of the Kowloon West Campus ($282 million). With its vision of seeking to excel in quality education and becomes the leading sub-degree education institute in the region, the School continues to invest in the development of new programmes as well as the improvement of learning and other facilities across its teaching centres. The Community Colleges of the School, including HKU SPACE Po Leung Kuk Stanley Ho Community College, jointly established with Po Leung Kuk in 2006, offer a range of full-time sub-degree programmes and have achieved consistent success in student recruitment. While part-time programmes may be sustainable, demand for full-time places persists to be a challenge due to the drop in the secondary school leaving population. Nevertheless, the Community Colleges are holding their own. The continuing education/lifelong learning sector in Hong Kong remains highly competitive, the School would continue to meet the community demand for lifelong learning in the rapidly changing society through the provision of quality services in alignment with the University’s vision and missions. CENTENNIAL COLLEGE In response to the Hong Kong Government’s call for the expansion of private universities to improve higher education opportunities in the community, the Council of the University approved the establishment of the Centennial College. With administrative and financial support from the HKU School of Professional and Continuing Education, the College was founded on 28 April 2011. It operates on a wholly self-financed basis and offers full-time, self-financed four-year Bachelor Degree programmes validated by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (“HKCAAVQ”). Demand for tertiary education continues to present a challenge given demographic changes in Hong Kong. Nevertheless, the College will continue to seek additional external investment or partnership to support its role in being a quality higher education provider in Hong Kong. 本年度總綜合收益為三億零九百萬元(上年度 總綜合虧損為五千六百萬元),當中主要為出 售九龍西校舍之收益(二億八千二百萬元)。 學院致力為香港和鄰近地區提供最優質的專業 和持續進修教學服務,會繼續投資拓展新課程 和改善學院於其教學中心的教學及其他設施。 學院除了透過其附屬學院提供全日制副學士課 程外,亦與保良局合作開辦另一所社區書院, 名為香港大學專業進修學院保良局何鴻燊社區 書院。這些社區書院提供一系列的全日制課 程,成功吸納更多學生。 雖然目前公眾對兼讀制課程的需求可能仍會持 續,但因中學畢業生數目減少,對全日制課程 的需求仍然充滿挑戰。儘管如此,香港大學附 屬學院卻仍能保持其卓越成績。本港持續教 育╱終身學習界別的競爭仍然激烈。學院將繼 續致力提供優質教學,回應在多變環境下,社 會對終身學習方面的熱切需求,以貫徹大學的 使命。 明德學院 為響應香港政府鼓勵增設私立專上學院,以迎 合香港社會對擴展高等教育的呼聲,大學校務 委員會批准成立明德學院。 由於得到香港大學專業進修學院在行政和財務 上的支援,明德學院於二零一一年四月二十八 日正式成立。明德學院在自資的營運模式下投 入運作,並通過香港學術及職業資歷評審局 (「評審局」)認可,提供全日制四年自資學士學 位課程。 基於香港的人口變化,專上教育的需求仍然極 具挑戰性。雖然如此,明德學院仍會致力尋找 合適的外來投資者或合作伙伴,以貫切其為香 港提供優質高等教育之使命。
